Speaker Bios:  

Warren Payne is a senior advisor in Mayer Brown's Tax, Government Relations & Public Law, and International Trade practices. He formerly served as policy director (among other leadership roles) with the US House of Representatives Committee on Ways and Means, working to enact legislation including the Tax Increase Prevention Act, the ABLE Act, the Middle Class Tax Relief and Job Creation Act, highway and infrastructure funding bills, and free trade agreements with Colombia, Peru, Panama and South Korea. In addition, Warren was responsible for developing and introducing the Tax Reform Act of 2014, the first detailed tax reform legislation since 1986. He also served as a senior staffer to both the National Commission on Fiscal Responsibility and the Joint Select Committee on Deficit Reduction. Before joining the Ways and Means Committee, he served as an economic advisor and international trade analyst at the US International Trade Commission.

Megan Hall is a senior associate in Mayer Brown's Tax Transactions & Consulting practice, focusing on international tax, including tax-free spinoffs and international mergers and acquisitions. Megan advises multinationals with structuring tax-efficient reorganizations and planning with respect to FIRPTA, Subpart F, permanent establishments, transfer pricing. Megan has experience working with US companies and multinationals that have a global workforce and provides tax and structuring advice with respect to new hires, secondments and contract workers. Megan advises U.S. individuals (and the estates of U.S. decedents) living abroad on the U.S. tax reporting obligations related to assets held outside the United States.  Megan focuses her pro bono work on advising 501(c)(3), 501(c)(4) and 501(c)(6) organizations including assisting with the process to obtain tax exemption. Prior to joining Mayer Brown, Megan served as law clerk to The Honorable Marvin J. Garbis, United States District Court for the District of Maryland, from 2008 to 2009. Megan received her J.D. and LL.M from Georgetown University Law Center.
